To professionalise contract administration practice in Australia by providing a credible industry body that supports, educates, and advocates for its members — raising the standard of contract administration across the construction sector.

Practising Contract Administrators

The core of our membership — professionals whose primary role involves administering construction contracts on behalf of principals, employers, and owners.

Quantity Surveyors

QS practitioners who act as contract administrators or certifiers on commercial and residential projects.

Construction Lawyers

Legal practitioners advising on contract administration practice, disputes, and claims — including our supporters at Hamilton Mott.

Project Managers with CA Responsibilities

Project managers who exercise contract administrator functions as part of their broader project delivery role.

Our History

  1. CAA founding members meet to discuss the need for a dedicated professional body for contract administrators in Australia.

  2. CAA is formally incorporated. Hamilton Mott joins as a foundation supporter. Inaugural board appointed.

  3. CAA membership program launches. First CPD events held across Melbourne and Sydney.

  4. CAA Annual Conference announced. Membership grows to 200+ practitioners across five states.

Governance

The CAA is governed by a volunteer Board of Directors in accordance with its Constitution. The Board meets quarterly and is responsible for setting strategic direction, overseeing finances, and ensuring the organisation operates in the best interests of its members.

The Board comprises a President, Vice President, Secretary, Treasurer, and up to five Directors. All positions are elected by members at the Annual General Meeting.

Margaret Chen

Margaret has over 25 years of experience in contract administration across major commercial and infrastructure projects in Victoria and South Australia. She is a passionate advocate for professionalising the CA role across the industry.

David Okafor

Vice President

Okafor & Associates · NSW

David brings deep expertise in dispute resolution and contract drafting, having worked on some of NSW's largest hospital and education PPP projects over the last 15 years.

Sarah Whitmore

Secretary

Hamilton Mott · VIC

Sarah is a construction lawyer at Hamilton Mott with a focus on contract administration practice. She advises CAs on risk management, certification disputes, and Security of Payment obligations.

James Patel

Treasurer

Patel Project Services · QLD

James is a certified quantity surveyor and contract administrator based in Brisbane, with broad experience across commercial, retail, and aged care construction.

Rachel Nguyen

Director — CPD & Education

RMIT University · VIC

Rachel lectures in construction law and contract administration at RMIT and is responsible for developing the CAA's continuing professional development program and education partnerships.
